I think one needs to have a certain level of intelligence to understand and appriciate the irony in some phrases or statements. The public in general doesn't tend to be intelligent enough to get most ironic statements and hence they're generally missed. Hence why almost all comedic movies that make any appreciable amount of money are slapstick and low brow because that's what people understand and you usually only find the more sophisticated ironic themes in art films or the theatre these days.

Irony is a sophisticated form of humor, and it goes right over some people's heads. Some folks are just very literal-minded and really don't get the nuances. Just as some people are oblivious to body language.

I don't agree with the answerer who looked up the word and said it meant surprising. The irony in your adroit question is more Socratic Irony. And we are conspicuous in our answers.
