Yes. Its mostly a parliamentary democracy where the ruling party rules only as long they have majority support of the parliament. And the parliament tends to reflect, doesn't always reflect exactly though, but tends to reflect the views of the people. So the system is a lot more dynamic. In the US once some party has a majority they are in there for a term, regardless of whether or not the people have changed their mind within that term. Also, the US has only 2 choices, but not everything can be divided into two categories. There are endless possibilities of combinations of choices. No political party represents those combinations. May be someone has conservative views on fiscal policy but liberal views on social or foreign policy, who does he vote for? None!
So in that sense the EC is more advanced than the US. Which is not surprising, after all, everything that the US boasts of today came from Europe at some point.

Absolutely not. The Eu countries are corrupt and only line their pockets from the sweat of the slaves like you. You know you want what America has, that't why you're so obsessed by asking all these questions. You want to hate America but you can't because you're impotent. You've been trying for the green card but keep getting refused. You know you're a nutter but you can't find help. A bridge, a bridge, a high bridge over icy water. Jump.

The EU, you mean? Technically yes, we're more democratic, the EP has no real power but its the only directly elected international body to have ever existed. The council of ministers are the el;ected heads of european states and the presidency is held on a rota basis, so yes.

Go Europe :D

It is rash to say that one democratic system is better than another because a country's political arrangements grow to reflect its historical and cultural development. Perhaps I could mention, however, that most countries in Europe have proportional representational voting systems that in my opinion represent popular views more fairly than the "first past the post" systems in use in the US (and the UK).
