As the web moves to Web 2.0,
is the use of frames inappropriate for modern web design?

This is a very interesting question, I would say yes, it is. I think that the frames are a little bit annoying, now days you can use layers to make your life a lot easier. If you browse popular sites (like yahoo, google, apple, etc) you'll see that they don't have frames. Old browsers don't support frames (but I'm talking about browsers in Windows 3.1 or the first IE). You are to build your site depending on your final viewers. Think of a creative way to do it. I would recomend to use Front Page if you're using windows or iWeb if you're using Mac.

I think it depends on who you ask. Some people seem to be a big fan of frames, while others hate them with every fiber of their being. Personally, I don't care much for traditional frames, but I do use inline frames quite frequently.

No, frames are still used but are not recognized by some browsers. IE still, to my knowledge, uses frames. Though I haven't tried it in over 2 years.

you wouldn't know that it uses frames now would you? however sometimes it makes a website look ridiculous.
