Depends on what you mean by BAD. No pedal? Noise? Grinding ? Squealing? Brake pulsating? Yes i would say that these all represent bad brakes. If you do not have any of these symptons but you are unsure of the condition of the brakes. then the solution is to remove the wheel and tire and look at the brake pads. If they look thin, then you need new ones. There are also sensors on the pads .If they look very close or about to touch the rotors, then yes again, you need to replace the pads. If you do not have rear disc brake to look at, then you must remove the rear drums. Again, if the shoes look thin or worn unevenly, then you need to replace them. If you see brake fluid leaking anywhere, then you also need to replace the wheel cylinders, or brake hoses as well. If you have good brake shoes/pads but have no pedal or a sinking pedal whenever you come to a stop, then more than likely you need a new master cylinder. Anytime there is a leak involved or you need to remove a line, then i recomend that you flush the old brake fluid and vbleed and install fresh fluid.

When you stomp on the brake pedal as hard as you can and the Jeep still won't stop, then you know the brakes are bad. Get it inspected and serviced at your local dealer or a good brake shop before that happens.

If your brakes squeal or grind when you brake your Jeep, it probably means that your brake pads/shoes are getting low.

Get them inspected is the only sure way of knowing if your brakes are good or bad. (Either through a mechanic or inspect them yourself)
Most front brakes have a "tattler" on them, but the tattler is just a small piece of metal. They have been known to come off.
The only way to know for sure if the brakes are bad is to inspect them. You can do it yourself if you like, but you'll need a set of jack stands and a jack to raise your car.
You'll have to pull off each tire and inspect how much pad is left through the inspection hole for the disc brakes. You'll have to remove the drums and see how much pad is left on each of the shoes too.
There is no "tattler" on drum brakes. The only way to know if they are bad is to inspect them.

if they make a squeaking noise then you might need to change them or if you push the brake pedal and it doesn't stop. you may need to check your brake fluid first.
