Try defraging your computer: Start button- Programs- Accessories- System tools - Disk defragmenter.
You files may be broken up all over your hard drive and it has to look over your whole hard drive to find the last files, that is what may be causing the slowdown, or you have things running in the background of windows that suddenly needed memory causing it slow down. Press ctrl+ alt + delete and if you have XP you will see a tab on the task manager for performance, have a look at that next time you burn, see if anything spikes.

When Nero creates CD's, it first takes an image of the cd or copies the files to a temp folder and the burning process begins.
Depending on ure cd burner speed and the settings to use when burning and also the speed that the cd can burn at, the speed should stabalize after around 5% has been burnt and should be at the same rate until finalisation, as long as you are not running any other programs or applications already running in the background.
Close all applications and try burning a cd and use the max speed option. Nero comes with a toolkit to test the speed of the burner, you can run this before u start.
Open task manager and monitor processor utilisation during the burning process, when it slows down, check which program is using the processor, and if not related to nero, end the process.

This is because initially all the files are copied to a temporary folder on your hard-disk, which is done at a fast pace, and then are written to your CD, which is a slow process.

some antivirus softwares and firewalls interfere with this process. U can try disabling them before writing/copying the CD.
Also if u r using CD-RW i.e. rewritable CD then may be its time to either reformat it or replace it.
You can also try using CD lens cleaning CD to clean the CD lens
