Yes there is. The Army National Guard is state run, the governor of the state is in charge of them. The reserves are federally run and fall under the president of the US.

the Army reserve and Army National Guard both maintain the same standards in training as the active Army during their one weekend a month and 2 weeks a year of training but they can only hit the basics.
The National Guard has a state and Federal mission. They have the state mission under the Governor of the state, and the Federal mission under the president of the US. The National guard is organized in to maneuver Brigades and Divisions that will deploy to fight overseas as well as support units that will be attached to other divisions.
The army reserve is all Federal and hence has closer ties to the regular Army. They are organized in to training divisions that will train new soldiers entering the army and units that will be attached to divisions in war. They also deploy soldiers as individuals to fill other units to strength when deploying

I believe that the national guard never leaves the country. They help with natural disasters and things like that. The army reserve is actually part of the regular army. Many of the troups in Iraq are army reserve.

The National Guard falls under the control of the state governor unless they are "Federalized". The Army Reserve falls under the control of the President.

Absolutely. National Guard is under the direct command of the Governor of the state whereas the Reserve is a Federal entity that is under the command of the President.
BTW - Garfield is way off base. Units will be called up for federal active duty based on the MOS of the unit and the need of the mobilization not whether they are Reserve or Guard

Technically, yes, but not much. The National Guard becomes active duty Army if activated, such as Irag, But, then so does the Army Reserves, but the Reserves would be called up first.

yes the national guard keeps the country safe and the army reserve is people who r training 4 iraq I think.
