Go to any name registration site (nic.com, namebargain.com, directnic.com, there's hundreds of sites offering this service) and pay for the .com or .uk name of your choice. You may need to be creative as many of the "good" names are already taken. Once you have your name registered, go to any ISP and purchase a hosting package. This can cost anywhere from $15/year to several hundred a month, and may or may not be purchased from your name registrar. Then create your content and follow the hosting provider's instructions for publishing it to the Internet.
