Only one month has 28 days exactly and that's February. Of course on a leap year it has 29 days. All other months have at least 28, but usually end on 30 or 31.

February is the only one that the 28th is the end of the month except in a leap year

Febraury. a year is actually 365.24 days long, so if we never caught up with leap year every four yers, we would evenually have christmas in July.
