Report it to the Health Department. The owners will have to fix it, and they cannot harrass you for reporting it.

If you caused the deterioration, fix it. If the apartment is in the US, call the housing or board of health inspector. They will check it out and order the landlord to fix it.

shift to an alternate accomodation temporarily ,get the repairs done and then shift back
