Shockwave because no matter what Soundwave did, his power could never do the things that Shockwaves could...like quake the gronud if he tried to charge.

Shockwave help to power Cybertron when the Decpticon and Autobots left. Soundwave is the ultimate right hand man to Megatron and has only loyalty to him. Soundwave has a platoon of small soldiers in those tapes that he has. Soundwave has the number but Shockwave has the power. I would give it to Shockwave.

I think Soundwave would win. He always seemed like the Spock of the Decepticons, always acting rationally & thinking out things intelligently. I think he would use his tape assistants to his advantage, & find a weak spot to gain the upper hand against Shockwave.

he just has to unleash his the tapes (rumble, frenzy, laserbeak, etc)
and its all over.
