look in the grass & water areas for which pokemon u wish to catch. your pokedex tells u which pokemon are there and which aren't it will say unknown area which means the pokemon you seek is in the pokemon sapphire. your pokedex also shows u where the pokemon u seek is located and which ones you've caught. just make sure u have a flying, swimming, & cutting
pokemon in your party and make sure you give a pokemon the
exp share to hold that levels them up. getting all your pokemon to level 100 isn't easy also have a linoone or zigzagoon or phanpy

well i used to have pokemon ruby but some albany kid stole it from me...along with my gameboy but if i remember correctly u CAN GET RAYQUAZA IN SAPPIRE AND RUBY VERSION! at the sky pillar! bring a mach bike ad tough pokemon hes level 70 dragon and flying type that knows (i remember 2 moves) extreme speed and fly! but he gets dizzy when he runs outta fargatuire and if u beat the pokemon league 98 99 times ub get to go to the moon and catch deoxoys! i hope this helps u a lot!
