Go to http://www.cdex.n3.net/ and download their application that converts wav to mp3 and back as well as CD audio to mp3 and wave.

google for the freeware open gpl program AUDACITY, for windoze, don't take the latest beta version.
under the preferences you can set the default bitrate for output of all MP3 export.
128 kbps will be enough for most people, rabid purists use 320. the larger this value the larger the files you get
