I have reported abuse by a particular person who keeps promoting himself to do things with small children. He has suggested raping, child pornography, and other sexual deviate acts. I've reported and reported this abuse but as of this morning the dude is still doing what he does best! (perverting his exploitations on the questions/answers board) Any suggestions to rid this person from here?

Just report every question that he posts that's innapropriate,and have other's report abuse,just don't answer his questions,and he will either 1.) get mad,and stop asking,or leave. OR 2.) suspended and never come back.
I'm glad to help, yahoo answers needs to beep up security though.
Good luck,deleting him.

I couldn't recall the URL of a website where you can report child abuse matters to. But anyway, if you have some evidence from that person such as his email messages or email address to prove that he is a potential child molester or abuser, you can send those information to the FBI (http://www.fbi.gov) and the FBI will forward them to the appropriate authority who will monitor that person and take necessary action against him. Good luck and let us know how it goes. We all want to get rid of those sick people.

I would suggest, giving out his name every chance you get.
But make sure you have major evidence or you will be the one banned.

what is his username/alias here? maybe if more than one person continually reports the abuse, his account might be deleted faster.
