All you need is:
- Arabic enabled Windows XP, all XP versions can be arabic enabled, you need to go to control panel to do this.
- Visual Studio.
I am Arabian, and programming in Visual studio and using the arabic features.

use arabic windows and download arabic version of visual studio

UTF-8 encoding could support all languages include Arabic.
