I recently went to Maui, so Hawaii is not on my current list of palces to go. Also, it is so expensive there. I want a good tropical diving location that is cheap!

It depends on what you mean by cheap.

One idea is Bonaire. http://www.caribinn.com/ is where I tend to go. The room, car rental and airfare is not so cheap, but the shore diving is very good and cheap (I can easily do 25 shore dives a week for about $100) .

Roatan has some very cheap options. Thailand can also be done fairly inexpensively. The diving in Cozumel is more expensive (boats are around $60/day) but air is cheap and inexpensive hotels are avaiilable as well.

Where do you live???

The cheapest divng is in the caribean, and inspite of hurrican damage rom last year, Cozumel is still probably the best, there is no good diving anywhere in the Caribean. For good to great diving you have to go to the South Pacific. But its not cheap getting cheap getting there, and very few have direct flights so you can spend a full day or more in geting there. The closest and one of the cheapest, as well as one of the best is the Somo Somo straights inbetween Taveuni and Vanua Levu. Once there its reasonable there is a great hotel Teh Garden Isle resort, about $40/night for a 3 1/2 star hotel on the water. The straight is reknowned for its lush soft coral whcih grows back in 6 months to a year as opposed to hard coral which can take many decades, so while many former great diving areas which have been devasted by coral kills its very lush here. The coral heads here are 10-20 feet below the surface, and after you dive where you will see a wide variety of structures and larger fish, you do your safety stop on top of one of the manycoral heads. But instead of 3-5 minutes most people suck their tanks almost dry and stay there for 20 minutes or more, do to all the soft coral you will be watching schools of fish up to 10,000 fingerlings of all colors, as well as playing with thev ery aggressive clown fish that love to attack divers hands.
Suggest you put an alert on your my yahoo for sales to Nandi, and when one comes up it will be a lot more affordable.,

Try Googling SCUBA Almuñécar Spain.

It is on the "Costa Tropical", the only Spanish coast home to tropical weather and wildlife.

Cheap to get there, and there are budget hotels and a good campsite nearby. Could also try "Marina del Este" - where the dive schools are in Almuñécar.
