That really depends on the spec of your system. If the hard drive is small and slow and you don't have much memory <512MB then the hard drive will be accessed more to load new items into memory as required. If you have a lot of memory and a small and/or slow hard drive then once the game is loaded, all of what is needed is more or less residing in memory, until you reach a new level. If you have both a fast hard drive and fast memory then the game will load faster and run faster. Many hard drives have built-in cache, I've seen as much as 16MB where data is written temporarily to the cache memory and then written to the hard drive.

Also, flash based hard drives and hybrid hard drives are coming out. Flash based hard drives are completely solid state memory like in a flash drive and are faster and less prone to crash than their magnetic based counterparts. Hybrid hard drives will mainly make use of Vista and will contain both a flash partition and the regular magnetic platters.

I wouldn't buy another HDD. The RAM and processor are much more important. If you ctrl + alt + delete, you will find that a game takes up a lot of space in your memory, and this is what really helps your lag problem. This and your internet connection speed (for multiplayer gaming).
