"So instead of getting to Heaven, at last-
I'm going, all along."

This poem is about keeping the sabbath, she does everything her way: birds for her chior, orchard for a dome.

Does this mean that she thinks that she is going to hell?

She was very depressed but I doubt she thought she was going to Hell. Perhaps she thought she was already in a kind of Hell: life.

i think it is open for interpretation. i personally thinks she means that heaven itself is never "an end". it is the journey (life/afterdeath) that is heaven in and of itself.
