i have a similar problem, but generally elbows and knees look darker because the skin is not stretched there. it can also be due to old scars...which is my problem...i did cross country running and continously fell over...my scars never healed and now my knees are much darker. i dont think it really matters but the easiest is probably using some tanning lotion (i tried the one from Garner (spray) and I must say i am amazed at the results- after having tried other brands)

Exfoliate your knees and elbows with St. Ives Apricot scrub every other day to remove the dead skin cells and moisturize frequently.

They have skin bleach available in retail stores, and probably online. I guess you would just apply some.
Also, you can exfoliate the skin on your knee..to get rid of the dead skin that might be making it darker.

Use a cream containing retinol on your knees after bathing . Over time, it lightens skin.

try lemon juice, it sometimes works, but then moisturize afterwards. Also, use a high SPF sunblock on your knees when out in the sun.

Skin lightening creme, perhaps? Or exfoliate your legs more often and apply moisture rich lotions.

Ambi's skin discolouration fade creme(xtra moisturising) and Palmers skin success, It will take some time for them to be as light as you would like them(and my guess would be now) but it won't take long for you to see action. Believe me, I know.
