A fishless cycle takes about 6-8 weeks to complete, and it can be incredibly easy. Step one - Set up the tank. Step two - Fill it with dechlorinated water Step three - Feed the tank every day (small pinch of food) as though there were fish present Step four - test the water every week Step five - do partial water changes (10-20%) once every week or two Step six - when your water tests show Ammonia - 0, Nitrite - 0, Nitrate 20-40ppm, your tank is cycled. It's safe to add fish. It will take a couple of weeks to see ammonia show up, and then a couple more weeks for the ammonia to go down while the nitrites come up, and another couple weeks for the nitrites to go down and the nitrates to go up. Be patient. Without the test equipment, your safest bet is to allow the tank to cycle for a full 8 weeks, at the end of which you can be pretty certain that the cycle is complete, as long as you've been providing ammonia (fish food) and changing the water every week or two (10-20%).
