Not a bad idea, but need to study the feasibility thoroughly. The area is visited by Pilgrims from all over the World, mainly Indians from within the country. A budget hotel with facilities at a reasonable price could work though there are already plentiful hotels, Inns and dharamshalas exist, but demand is more than the supply.
Seek the guidance in a professional way.

as Katra is already full loads of hotels and ddharamshalla
as people used to use them for one nighht stand....
and do spare the holy places for profitable purposes.. try some other place...
many hillstations which are yey to get exlpored and under development ..try ur hand over there...
