I was sleeping and awoke with a idea for a way to help people and was curious if I could utilize my idea on a website for the whole world to see.

Oh yes anyone can create a webpage for sure, for beginners I would recommend with just using something like Yahoo Geocities, as its free and can be easy, as it will provide a page builder for you and you can just simply just click and add stuff.
But basically if you want to do more complicated things you will have to look into learning HTML, for when I do things I don't know for HTML I always look around google for help.
And if you get much better at writing HTML and would like something better then Geocities you can rent a server space for a small fee and Domain name for a small fee as well. Domain being (www.thisisadomainname.com).

Programming a web page is kind of hard. But there's a website which makes the web page for you. It's called myspace. Just avoid people you do not want to know and you'll be fine. It gives you a url of your own so you can have it domain named by Yahoo if you wish.

type in geocities and stuff should come up..
but if ur looking for more of a social thing... practically the whole world has a myspace.. try that...

you'll need to have knowledge on HTML or if you have a web dev friend you cud ask his help... you wud need a domain (www.iwant2help.org) and web hosting it wud cost you but there are a lot of free stuff.. try to search it on google..
hope this help for someone who's trying to help others coz indirectly i wud be helping them too once ur ideas are realized...
