Absolutely NOT!
Everyone needs a friend, and if your brother says that it makes him happy to hear from you, then I would continue with this venure...
Now, the problem is, to keep it light and airy...
NO romantic stuff, unless you are inclined to him that way... Then, if you are, (of course there are women fantasies about the one they cant have and all that), then let him know after you have written to him for a good many years...(yep, years not months, because you may scare him off and he has to get a chance to know you).
If he has the Internet, then I would send him emails, its cheaper and you will KNOW if he is reading them or just putting you on ignore and your effort are going to waste.
Is his command of english good? Can he write very well? If so, then you SHOULD expect an answer from him some day.
Ask your brother, if he is working with him, what the problem is? Maybe he isnt your "kind" and doesnt know how to tell you that? Your brother would be able to tell you that for sure if he talks about you and what the deal is on this.
Maybe he is too busy and loses things, (the old thing about scientist being absent minded, eh?).
Get with your brother and ask him point blank...
Does he get your letters? Why doesnt he reply? Is he interested in hearing from you??
If no to any of these then stop writting for awhile and see what happens... He may write to you or ask your brother to have you write again... and if nothing happens, then, you at least tried to make a good friend and your efforts were not wasted as a good person, everyone needs a friend and you tried your best to be one... I applaud you for your effort.
I wish you well..
Jesse

It actually looks like he's already quit. He may also have different priorities being 10 years older which is significant. If it's a quest for kicks use it for that, but if you're really looking for a relationship, look at whether it's going to happen given the distance. It should work easily because if it's complex it's more likely it won't work.

Maybe you should ask him thru your bro why he isn't replying. Maybe he has some problem, or maybe he is too busy, or....anything. If he is adamant, and doesn't reply, give it up. Maybe he doesn't like you writing to him, or maybe, if you stop writing, he may write to you himself!

If he doesn't reply to your letters, I wonder if he even bothers to read them. Give up on him and find some one else.
