infected files are quarantined if they cannot be cleaned.
once any new cure is out with the antivirus, they try to clean the quarantined files once again, other wise store them in a safe folder so that infection doesnt spreads.
in norton you will find option to delete these quarantined files if you do not wish to store them on the system

There is no need to remove quarantined files from the hard drive, don't bother with that.
