you can always get the blue print plans for the builder his name would be shown on the orginal paper work or you can contact city hall in down town houston and find out his name because he would have had to file for the building permits and so also his name would be filed with the buliding inspector office in your local are because after the electric and plumbing etc was done he would have had to walk them through to be able finish building use these places to find his name and contact or pay the fees down town for a copy of the first plans submited to get building permits

...or you could just commission someone to do a survey of the place. This would give you a better picture of what the existing condition of the building is, ie: alterations, condition of repair, etc. than an as-built drawing submitted when the building was completed.

It all depends on what you want to do with the drawings, in the end.

Your local planning office at the council should hold all architectural plans.
