If you mean that the car will not shift into top gear, and "jumps" down into third (assuming you have an auto) the reason is simple: most computers will NOT let the transmission shift into top gear with the gas pedal depressed more than halfway or so. If you give it enough gas, the transmission will downshift. I have had more than a couple of cars that would do this. It's a design feature, and not a defect. An aftermarket valvebody for the trans can resolve this. If you have a manual transmission that keeps popping out of gear, it may be a sign that your top gear (or whichever gear it is popping out of) is heading south, and the trans may need a rebuild.

Is the turbo connected to the car or did you purchase it and not install it? If it's installed, it could be causing problems due to vaccum if the transmission has a vaccum controlled shift regulator. If it's computer controlled, it could be the torque converter or have a wire cut going to the transmission computer. The torque converter has a clutch in it that is prone to failure.

it is called a govenor, many rental agancies put them in cars,
if you own car, it may have one from a previous owner, you can have it removed.
