Is there a tool available which learners can use to test or validate their Pseudo codes. Can somebody help me this information.

Well, there are modeling tools using UML and similar coding systems for prototyping.

But pseudocode is not executible. It's a way to figure out the large-scale steps in solving a problem without worrying about syntactical details.

no,
not as far as I know. Pseudocode is very loosely defined and not supposed to run - nor to be tested.
Interesting idea though, you've put me into thinking.
