is it because the police officers had done too much cruelty to the victim (suspect) that they are too chicken too make the arrest ?

millions? milions? where did you get that number? You need to read Dr. Seuss's books Millions and Millions of cats. It turned out to be only one, which is pretty much the right statistic for your question. And policemen are running around beating up people they are afraid to arrrest? I think there's another side to this story.

Police work very diligently to enforce the laws. Let me suggest that you get to know police before making such assertions. An easy way to do this is join a local neighborhood association. These have contact with local police. Police often come to neighborhood association meetings to discuss problems and solutions. You get to know them and come to understand why they take certain actions. I suggest that if you do this, your opinion about police will change.
