get you a small 250-350 cc streetbike/cruiser not a lot of quick power but they are nimble and in most cases will run us Highways speeds

Find an old street bike, preferable something cheap. Like an older 650 yamaha, or a 350 honda. Dirt bikes tend to be harder to control because they have a lot of low end power, for the fast take off. They are not fast on the road, but they are hard to handle at the start for the beginners. Torquey. I learned on a dirt bike, and yeah i wrecked it.

An older honda rebel, or a kawasaki 454 are nice thumpers to learn on. Very tame and easy to ride. The rebels are going up in price nowadays though.

250 cc bikes are easiest to learn on. The Honda Rebel is an excellent bike. After you master the basics, you can apply them to a motorcycle of any size.

My personal first bike was a 2001 Buell Blast, nice light little bike with plenty of power, and still got incredible fuel mileage. Also didnt hurt to lay it down, as the fenders, tank cover, etc, are all made out of abs plastic. Believe me, I layed down my buell many times. Didnt really like the mechanical stability of the buell, but it was cheap and easy to ride. Just my .02

Depends upon which type of bike you're wanting to learn on.

I love sport bikes. I learned on a 2004 Kawasaki Ninja 250R - very easy to handle, light - fast, but not too jumpy.

I would go with a 250R Ninja, or a 125cc Kawasaki Eliminator - something cheap, something you're not affraid to break once or twice (get it used and cheap if you can).

Depending on what the rules for your level of licence is. Here (NZ) you need to learn on a 250cc or less and believe me that is plenty. Any more and you could kill yourself. My instructor had the same sort of bike I wanted to get and that was a Suzuki GN250. They are affordable and run well and ideal for a beginner. Good luck with it and be bloody careful.

Enroll in a riders course. Depending on your state most supply the bikes to ride for the course. Harley supplies Buell's. They are usually smaller ones that anyone can handle. During the course ask questions most instructors are happy to help. Their jobs are to inform you on how not to get hurt or killed.

I start off with a Honda cbr 600 f3 its fast but you learn fast and you grow with it so you don't have to go out and bye a new bike after a year. You have to know what you want sports are cruiser and hogs.
