I'm sure there are ways of finding out - wouldn't you say that since you asked a question on the Internet that the Internet would be a good place to begin to find out. Try your local library, which, I'm sure, can be accessed via computer link - anyway - India is very populous I would go so far as to guess at least 50 million people use cell phones, there! Your question is ambiguous, at best, you assume that just because there is now access to new technology, people actually use it. But, then, there needs to be no "assuming" involved, huh? Guess what, the USA is also very populous, I live in the United States and do not have a "cell phone"! Ugh, how "old fashioned"!!!!!! Oh well - - - - -- - - !!!!! Imagine that!!!!!

As India is the second-most populous nation in the world therefore there would roughly be around 40-50 million cellphone users in the country. I have no source about this but you can check with indiainfoline.com, which can give you the sector wise approximate statistics for the maximum number of cellphone users across India as of today.

Who knows, there are so many companies and a lot of the phones are 'load' phones, ie you dont have a subscription, you go to the store when you have money and take out the sim, pay for a 'load' and you get x number of minutes depending on how much you paid. As to who the carrier is it depends on which store you go to, all phones are unlocked. So there will probably never be a way to tell how many people have phones.
