Black is the most unstable color in goldfish, it almost always changes (except in blackmoors, even though mine did). Theres not really much you can do. You can try a different food that's for color or move them out to a pond. But it really comes down to their genetics.

Black is a really unstable color in goldfish. They all start out pretty dark and then change to their brighter colors. If you see a cute little goldie that is orange and white with black tips I can almost garuntee they will change. They will end up orange and white.

Most of my fish have changed from their juvinile colors to adult hues. The strangest thing I have had happen was Penny Lane. She was well the color of a penny- a chocolate. Once she hit about 4" she started to get red, then she developed black racing stripes and fins. She even had a little hitler mustache. She sported this look for 6 mos or so and then started to fade. Now she is tangerine all over. Solid orange.

Your right about your fish being young. She may keep changing colors or she may stay the way she is.

I have seen young gold fish lose their black patches as the grow up. Some have on their fins, but first time I am hearing about "eyebrows". Some gold fish have pom poms.. Google for images with the words "pom pom goldfish" and see..
