They seem to be mostly in inner city areas (here in Arizona, anyway). Who's putting them there and why?

Hanging shoes from power/telephone lines signifies (at least from what Ive seen here in New Orleans), the death of someone at or near that location. Usually a murder.

that's funny as heck. I lived in AZ for a long time and I noticed that too... Phoenix and up in Prescott.... I don't know... could be people want out of AZ as fast as they can get out.. ??
But then I go back and read the drug thing, and now thinking about AZ, shoot that could be very well true all in of itself. Especially Phoenix! Oh ya and Chino Valley.. ;) (where they invented the "tooth"brush)(only one tooth!) LMAO

I agree with fatulerror. I live in Detroit, and in my city it represents the death of someone on that particular street.

i don't know about drugs but i know that they are hung by gang members to mark a territory.

my dad told me it was some kind of gang thing. they do that for innitiation or something like that.
