they are dilated superficial blood vessels and can be treated with laser or IPL(intense pulse light) surgery. they are abnormal and not necessary for any body function. exposure to sun, wind or cold air may worsen the condition. also there are a couple diseases associated with this but it's not so common and I presume you've seen a DR and they told you they were just telangiectasia www.beauty exclusive sells a cream that's supposed to help but it's kine of expensive Good Luck and God Bless
