the rain brings the oils up from the road, making the road very slick and unsafe to drive on,thus reducing the speed of drivers

Flood is the result of floods and it can disturb the transport as well as in wrong judgement, material gets washed out. This is additional loss.

i drive a truck and people just don't realize that they can't stop as fast or turn as fast, the first rain is the worst because all the oil leaked from vehicles floats on the water.
