There really isn't much difference and they both can mean the same thing and can be used when you don't want to discuss something or a situation..
One is just more to the extreme. Private matter would be used if no one else knows - like family, friends - not open to the public. Personal matter would be used when you don't want no one else to know, but others may know - like family, friends.

A "personal matter" could be used when you ask your pastor for counseling. A "private matter" would be a kind way to ask someone to step away from a conversation so you may speak to them alone. Just because someone has a to discuss a private matter, doesn't necessarily mean it's a personal matter....kind of a catch twenty-two. Which ever one fits the scenerio.

Depends upon what you're talking about here. In many religions, this is already a common practice, except upon specified dates that are deemed Holy and more sacred. Now if you're talking about seeing some guy randomly in a hallway somewhere lighting candles and performing prayer when it's not on one of these specified day, well then I'd have to agree with you.

There are times when prayers or sacred rituals should be open and others when they should be private. I've been to open rituals (Beltane mostly because my birthday is near that time) and I've been to church (having been reared as a Catholic). I don't see much difference between church and open rituals. Then there are the times when you want to make your rituals or prayers private, like right before you go to bed. This is my private time with the God, Goddess, and the Elemental Spirits, when I can address them as one of their own. Some questions or discussions that we have for Them may be too personal to bring up in a group setting. In a group setting our own insecurities or personal issues would not be appropriate to be brought up in group worship. Their messages for you may be misinterpreted by others and cause division, discord, or be seen as signs of favoritism, causing jealousy. Even Christians have rituals. What else would you call church services, the sacraments, or the studies that are involved in determining a person's fitness for leadership in the church? There's no ritual there? Hey! I've suddenly decided that I'm fit to lead a church. Will you follow me? By what guidelines am I declared fit to lead? I've studied, but not necessarily in the way that you may want, but I haven't gone through any formal training so that the group (or denomination) might recognize to declare me fit for leadership under their pre-determined guidelines. When you formally study you are are practicing for a ritual leadership role in that part of society.

There is a difference between private matter and personal matter and the application depend on where you want to use it.
- At office all un official matters relating to your concern are termed as personal. (And can as well be called as private personal matters).
- All matters which you don't need to have access by others are termed as private (but can as well be personal).
So private means " hiding accessibility " and personal means " direct concern to you "

Personal just means it is about the person that is speaking or the one being spoken to, it does not have to be private. It could have been something done or said that is personal. A private matter means no one else knows or no one else should know about the matter.

if we are splitting hairs, a private matter is information or an event that should be kept between close friends, family members, etc. a personal matter is something you keep to yourself
