Currently I am employed within a network management company in the NOC so hopefully from what I know will help ya out.
To get into network engineering you will definitely need certificates, I'm not sure of the whole microsoft side since I do not deal with anything microsoft as they don't make anything for networks except server software which you will not need to know.
Could be handy but not neccessary.
Your best bet is to go for CISCO certificates such as CCNA (Cisco Certified Network Associate),CCDA(Cisco Certified Design Associate), CCNP(Cisco Certified Network Professional), CCDP(Cisco Certified Design Professional)
But to become an engineer experince is gonna be a most, at least a mininum of 3 years I would suspect. Probably your best bet would start off in a help desk for a network management company, then get into the NOC (Network Operations Center) or if your lucky get right into the NOC but you will need knowledge to get in there.

First of all join an Entry level course in computers.Then join Certified Networking Course(CCNA) or Network Engineering Course.Hard work is required.

You need to start gaining computer knowledge in general. You could start off with an A+ qualification, and then take a helpdesk job (providing 1st/2nd level support) whilst you then study for Microsoft qualifications (e.g. MCSE) and CISCO.
You have to be prepared to start off on a really low salary, but then you will get the experience and qualifications to move further.

Start learning about computers and networks. By the way, if you couldn't work that your for yourself then you might not be cut out for the profession.

You should take admission in MSCE course offered by any good institute near you location. do appear in online exmas .
Remember to complete your acadamic studies.
