haha, that's funny. I almost want to try it. I guess they consider the general public to find pants necessary no matter what. Im sure no pants wouldnt go over well but it's be worth the argument on the sign.

I think they are trying to be cute by using alliteration, which means that all the words begin with the same letter, it is a literary term. But I think that they mean pants too, so I suggest you don't try it. :)

use u'r common sence. would anyone with a mind want to go into a restaurant naked or only in their underwear? some people go into macdonalds in their bathing suis in the summer and thats fine. the y carry that sign

Well, I think they might welcome you in a lingerie store, but other than that, they my arrest you. In a country's legal system, a by-law states that you cannot walk around naked (or in your undies, for that matter) unless your hiney meets the 'highest standards of classical beauty'.
