Actually, I believe that the smallest town ever to host its very own NFL team was La Rue, Ohio, the "Home Sweet Home" of the Oorang Indians - a franchise that existed for the 1922 and 1923 seasons. Most football fans have heard of Oorang's biggest star - yup - it was the legendary Jim Thorpe. The Indians were aptly named, as the entire roster was made up of Native Americans.
Perhaps that had something to do with why the team played only 1 home game in their 2 year existence - the game was played in Marion, Ohio.

IIRC, the NFL officially began as the "NFL" in 1922. At the time, Marion, OH, played host to the Oorang Indians (a team entirely composed of American Indians.) Frankford and Pottsville also had teams. As to which is officially the smallest town to host an NFL team, I don't know, but I have to believe these three are contenders for the title.

The Washington Redskins are based in Landover, Maryland which is an unicorporated area. The Grater Landover Area has a population of only 22,900. 2nd smallest is The Buffalo Bills who are in Orchard Park, New York which has a population of 27,637.
