Well some say that Clinton could have captured Osama before 9/11, and that he knew that Osama was a threat, but he actually didn't know that 9/11 would occur. So I guess you could say that it's clinton's fault if you agree with that.

But it's not like Clinton actually went into the towers and blew them up or helped take them down or anything.

That's not true. Despite the whole Lewinsky scandal, Clinton was a good president and really boosted America's economy. Whoever told you that has no idea what they are talking about.
