I am not sure any one person should rule the world. That would be a dictatorship and I don't think the people in the world would tolerate it. We would not be very happy campers in such a world.

Obviously it is Brain from Pinky and the Brain. The reason is the poor chap plans to take over the world every day and gets trwarted purely because he is a mouse so for the determination alone he gets my vote. (Of course, if you have never seen Pinky and the Brain this will mean nothing to you!!!!)
