I had some repairs done two months ago. Power steering fluid had leaked all over the crankshaft seal and I had to have my rack and pinion replaced as well as the seal because the fluid made it too soft. There was some kind of a pressure leak that caused a high pitch noise. (This is why I initially took it in, that and the power steering was failing intermittently)

The car started making a funny noise the other day and both belts were thrown off. The Harmonic balancer was up against the firewall.

It seems to me that the harmonic balancer was not torqued down properly when the repairs were done. Does this sound right?

the harmonic balancer usually does not come off unless it has been taken off and not properly torqued back to specs, and yes when it comes off it does a lot of damage, this would be the responsibility of your mechanic to see that this was done right,in most cases when i take one off,and then put it back on ,i use a thread locker to help secure it,its just a chemical that hardens and help,s keep bolt,s from backing out, most good mechanic,s use it.

Yes, they would have had to take harmonic balancer off to remove timing cover. a lot of those are pressed on and if the technician doesnt seat the pulley evenly it will seem tight but it wont be

Didn't get torqued right. Sounds absolutely right. Make them fix it or file a small claims suit.
