Pants come from the word Pantaloons. Pantaloon was a "comedian" in the Mid 17th Century. The type of "Trousers" that Pantaloon wore quickly became known as Pantaloons. hence the "pants".
The word pair came later. History shows that some only had a "pair" of pants. Work pants and Dress pants. hence the Good pair of pants.
Hope this helps

because the pair of legs you put into them simply carries over to the pants, hence pair of pants.

The etymological origin of the word pants is acronymic :
they were originally intended to clothe masculine nether regions, especially Penis ANd TesticleS (PANTS). Testicles come in PAIRS, so we say "A PAIR of pants". Got it?

Two legs are the main component. A shirt likewise is not called 'a pair of shirts' because the main portion is the abdomen.
