Technically, yes, but even if you "pull out" some semen can drip back in her vagina with some sperm still alive, making the chance of pregnancy possible.
Of course, "ejaculating" in her is a almost guarantee to get her pregant. (Almost because the egg may not be fertile!)

it could seep in and swim away. Not as
effective as penis in vagina ejaculation but it could
happen.
Also, i knew a girl who got pregnant by her boyfriend
when she gave him a *******, spit his semen into a
basting syringe, put it into her vagina and squeezed the bulb.
The judge ruled in his favor.
