The Code of Hammurabi is the first WRITTEN treatment of an organized system of laws that have been found.
However, from other texts and archaeological sources, we know today that the Code reflects what had become quite a standard and formalized system of "contracts" between members of a community and between the community and the ruler. There are many other reflections of these "contacts" in ancient sources - one is in the Book of Exodus, in which a "contract" between the hebrews and Yahweh is expressed in some specific detail. The Biblical text is strikingly similar to many older statements of the relationships between rulers and the ruled, and between great kings and lesser kings.
These are all codes of law. One of the more significant elements of the Code of Hammurabi is that it contains quite specific statements about the consequences of violating the codes. Punishments are given for each infraction - and it was not a nice time at all to be a bad guy.

legal sytem thats written then i thinks it the hamurabi code and or magna carta, unwritten is pretty hard to date...try wiki-ing it...
