I believe the answer is 6. Get three singles to load the bases. Then have the next three hitters hit the runner at third in fair territory with a batted ball. The runner is out but I believe the batter is credited with a hit so you could have six hits without a run.

I'd say, five. If you lead the inning off with two singles, but the runner only advances to second on the second hit. Then you hit another single and the runner on third gets thrown out at home with the runner on first only advancing to second. Do that two more times and you get five singles and no runs.
