President Franklin D. Roosevelt helped stir the idea of a government intelligence service but it was President Harry S. Truman who established the Central Intelligence Group in January 1946 which led to the creation of the CIA in the National Security Act of 1947

That would be congress with the National Security Act of 1947, which created the dept of defense, NSA, & a seperate Air Force. Yes it was formed from the OSS.
