It's a fingerprint-based background check. It's standardized using live (in-person) electronic scanning (hence the name) for fingerprints, rather than old-fashioned ink.

It is called Live Scan. It scans your fingerprints and I believe it is connected to AFIS (the fingerprint database) so if you have commited a crime and they got your fingerprints at the crime scene, then when you get your fingerprints taken say after being arrested, they know where to find you and who you are. I believe it is connected to other data bases like NCIC and your local state database.
