Let me give you history on myself. I am African American & for the last 11 years, I have been told by friends and family, that when we are out in public (like a grocery store or Walmart/Target) that other women stare at me.
I never noticed this because I don't stare at other women. At one point, I was walking thru the mall with my male cousin and when we walked past this girl, he stopped her and asked her if she knew me because she was staring at me like she knew me.
For about the past 5 years, I have now began to realize that my family & friends are right. I will be out shopping, minding my own & I will look up to find another female staring at me. Some turn away when I catch them, others don't.
I don't walk with a limp, I don't have a second nose or anything weird. Why do they stare?

I will describe myself. I'm light skinned, my hair is a little shorter than Beyonce's (mine is real), some people think I'm mixed, but I'm not. Black & proud. Nothing special about me. Not ugly

I have several guesses: envy, jealousy, admiration (I don't mean lesbian admiration). You're probably a very striking woman and women tend to stare at you out of insecurity or admiration. Don't worry, the majority aren't gay. They're probably thinking, "Gee, she's very beautiful. I'll bet my boyfriend/husband would like her," or "Gee, I wish I looked like that," or "How do I get her look?"
On the other hand, women are catty by nature and some simply and coldly loathe anyone prettier than they. (The law of the jungle so to speak.) They're threatened, but have absolutely nothing to be threatened about. You don't know them, they don't know you, but their insecurity encourages them to feel inferior.
Sad, but true. After all these years, we still haven't learned to band together and appreciate the goddess in each other.

Jealousy is my best guess. Maybe they are trying to figure if the beautiful things about you are real or not. Sometimes, I look at black women's hair to see if it's real or not, especially if it's really long and pretty. I too am black and an attractive lady. But sometimes, we just have to wonder.
