Well, going by the wording of your question, I am going to assume that you don't want to build the singularity. Therefore, there is only one option left: move the Earth!

Okay, so the first step would be to track down a singularity. That is pretty easy and several have alredy been pinpointed. I won't go into any further detail on that one.

Step two is to find some way to move the Earth to it. I can only think of two ways. The first, is a device similar to that as dreamed up by Larry Niven in his Ringworld series used to move the Puppeteer worlds. The second is to ask God if He would pretty please throw the Earth into the nearest singularity. However, considering the sizable investment that He has already made into the place, I sincerely doubt that He would do that, but it never hurts to ask.

Step three is the combination of steps one and two: move the Earth into the black hole. Here I must note a few problems with this. Assuming that God didn't do it, it would take millions of years to move a body this size any real distance considering gravity. Also, the Earth would leave the orbit of the sun and thus also its life-giving rays. In other words: we would all die from lack of sunlight, and that which thrives off it, long before we could ever reach a singularity.

Step 2: Put the Earth inside its event horizon.

You will need a method of moving the Earth. This site - http://qntm.org/moving - has some good tips. After that, all you need is to find a singularity and move the Earth there.

The trick is getting enough matter into a small enough space. Modern phsyics suggests that the universe may be permeated with "miniature" black-holes, invisible to most methods of detection, and weighing only a few pounds each. They could be indirectly seen by the interference pattern they would create from incident light. If you managed to find and capture one, you could slowly feed it matter until it reached a critical threshold and consumed the earth.

Similarly, it may be possible to create black-holes in the laboratory. Unfortunately, the Large Hadron Collider in Texas was scrapped, but you might still be able to get into CERN in Europe.

*edit* to an above poster: "infinetesimal" refers to a number that is too small to be observed meaningfully. Your suggested course of action would result in the planet and everything on it, and in fact, all systems maintained by the effects of gravity, to go careening off into space wildly, which, while highly amusing, does not accomplish the desired effect.

Get a gigantic rocket engine (on the order of 10^305 tons, to be safe), strap it to the earth, aim it towards the center of the galaxy, and fire.
