i am not sure if this is available through your particular service but there is a service on my friend's landline (home) phone that forces a person to press *82 on their phone to expose the blocked number before the call can go through. this would allow you to decide whether to take the call or not. that would either expose the number or discourage them from calling you.

You can't call back a private number. A private number does not display on your LCD display in the first place.

On your ringtone menu set "Restricted" or "Private" calls to silent...But if your phone doesen't have that option get the authorities involved. It's illegal for someone to make harassing calls to you.
