I agree. You can't average 60 MPH by doing just one more lap 'cause you're out of time.
If you were allowed to do 2 more laps instead of one, and did the 2 laps at 120 MPH, it would take you 1 more minute. You would then have gone a total of 3 miles in 3 minutes, an average speed of 60 MPH.

This is a simple algebra problem. You would set it up like this:
(30 + x) / 2 = 60.
Multiply both sides by 2, so now you have
30 + x = 120.
Subtract both sides by 30, and find x equals 90.
(Need to know how to set this up? You know your answer must be 60. Average means that you will be dividing. You need to divide by 2, since 2 is the number of laps. If the first lap was 30 mph, then you need to add x to that, so that (30 + x)/2 = 60.)

If you could increase the speed instantly at the next lap (which is imposible) you would have to do 90 MPH to average 60 MPH.

Time taken for 1st mile is 1/30 th of an hour.
Total distance = 2 miles
Average speed = total distance/total time
60 = 2/x
x = 1/30 (time of first lap plus time of second lap)
It looks weird but you'll have to run the second lap in 'no time'. So actually you can't do it

It can't be done. You used 2 minutes on the first lap so there is no time left to complete the second lap.

Old question.
Answer, you can't.
If you go 30mph for one lap it takes you 2 minutes.
To average 60 mph, you have to do 2 laps in 2 minutes and you have no time left.

First you would have to comple the two laps in two minutes to average 60mph since it took you two minuites to do the first lap at 30mph you are out of time my friend if you did it warp speed as in no time at all so the answer is infinity and it then would be average of 60mph.

if you could do the entire 2nd lap going 90, then 90 mph, but thats virtually impossible.
